Everyone can realise their concepts, only if, they would have the means; but the issue is never the means; it is almost always the concepts; because if you say I cannot realise my dream because I lack resources; it means your dream is weak; a grand dream also includes the way you would have the resources to realise your dreams; you need to sustain your creation.
