The best inspiration will definitely help an aimless artist; an artist who sits to create something, without having a specific design or idea in mind, without knowing for sure what is it that she would create; on the other hand, a designer cannot sit and simply create a design, not always, and even if it happens, it would most likely not be good design; for good design, there must be purpose, there must be clear goals and there must be research, there must be diligence, throwing paint at a wall, as an example of randomness, random inspiration, can create great art but it will not be design, for design you need order, you need to design how you will design; you need to be a designful designer; being a designful designer means you are prepared to design; you have the conditions; you do the diligence; you make the research, you engage in observation, you collect ideas, you put in the hours. Design inspiration is actively created, it is an active act; it does not come to you, you make it happen.
